This time, our recommendation is the book titled “Omnibus Law: Diskursus Pengadopsiannya ke dalam Sistem Perundang-undangan Nasional” (En: Omnibus Law: The Discourse of Its Adoption into the National Legislative System). This book was first published by Rajawali Pers and the Kolegium Jurist Institute in 2020.

Legislative and regulatory reform has become a popular legal discourse 22 years after the fall of the New Order. Anomalies exist between the two. For instance, on one hand, the low productivity in drafting laws is often criticized and frequently falls short of the national legislative program targets. On the other hand, the productivity of legal products below the law is considered overly hyper, creating stagnation in competitiveness, innovation, and ease of doing business. To address these issues, the government’s legal policy introduced the adoption of the omnibus method in law-making. The Job Creation Bill (as of April 2020), which uses the omnibus method, has been a topic of discussion among various circles, including legal, economic, political, and social experts who examine it from various aspects such as compatibility with the Indonesian legal system, law enforcement implementation, its impact on the investment climate, the political process of its discussion, and its social inequality impact.
This book compiles both conceptual and contextual ideas related to the adoption of the omnibus method and sectoral issues projected to be affected by the presence of laws using this method. The Kolegium Jurist Institute, as an association of legal scholars, provides various perspectives from several experts and researchers as a contribution of thought expected to impact the development of Indonesian law.
